Due to the needs of business development, we are now recruiting one dispatched talent from society. The relevant matters are announced as follows.

1. Brief introduction of the organization

Northeast Forestry University was founded in 1952 and is located in the beautiful "Ice City and Summer capital" Harbin. It is among the first batch of universities in China to build "world-class" disciplines, and is a university directly under the Ministry of Education under the "211 Project" and a key university under the "985 Project Advantage Discipline Innovation Platform". It is a high-level university and a university with advantageous and characteristic disciplines in Heilongjiang Province (for more details, please visit the university's website).

Northeast Forestry University Hainan International College (HIC-NEFU) was established in the Lingshui Li 'an International Education Innovation Experimental Zone (referred to as the "Experimental Zone") in accordance with the "Cooperation Agreement between Hainan Provincial Department of Education and Northeast Forestry University" signed in February 2024. It is a secondary college of Northeast Forestry University with teaching and research nature and was inaugurated in the Experimental Zone on May 15. It serves as an important international exchange window and platform for Northeast Forestry University.

2. Recruitment Positions and principles

Dispatched personnel refer to non-staff personnel who establish a labor relationship with the dispatch company, establish an employment relationship with our school during the dispatch period, and assist in the work with certain knowledge and skill content.

This recruitment will be carried out in accordance with the principles of openness, equality and merit, with open application, comprehensive assessment and merit-based employment. The working location is in the Lingshui Li 'an International Education Innovation Pilot Zone, Hainan. A total of one position has been released for the dispatch of talent to assist the teaching secretary. Please refer to Attachment 1 for the specific description.

3. Establishment and benefits

Dispatched personnel shall be subject to labor dispatch and shall not be included in the establishment of public institutions. The school offers a competitive salary and benefits package, specifically in accordance with the school's regulations on dispatched talents.

4. Recruitment conditions

(1) Recruitment conditions

1. Support the leadership of the Communist Party of China, be firm in ideals and beliefs, have a high political quality, abide by laws and regulations, have good conduct, and have no record of illegal or disciplinary violations;

2. Meet all the conditions for dispatched talents as stipulated in the "Northeast Forestry University Dispatched Talent Management Measures";

3. Love higher education, be physically and mentally healthy, and possess the basic qualities of a university staff member;

4. Have a bachelor's degree or above, and fresh graduates should obtain the corresponding degree by July 31 of the current year or the following year;

5. Possess a certain level of computer skills, writing skills, expression skills and communication skills, those with overseas study experience will be given priority under the same conditions;

6. No more than 35 years old (born after January 1, 1989).

(2) Several situations that disqualify one from participating in this recruitment

Those who fall into any of the following circumstances shall not be allowed to participate in this recruitment. If they are hired by concealing their participation, they will be dismissed upon verification.

1. Those who are under investigation or judicial investigation.

2. Persons who have been identified as having cheated in civil service examinations or recruitment by public institutions.

3. Civil servants and staff members of public institutions who have been dismissed for less than five years.

4. Non-graduating students who are currently enrolled.

5. Persons who are prohibited by laws and regulations from participating in public recruitment by public institutions.

5. Recruitment procedures

(1) Issuing the notice

Formulate a job demand plan based on actual needs and publish recruitment notices on social websites and campus networks.

(2) Online application

Applicants should log in to the open recruitment system of Northeast Forestry University (https://zp.nefu.edu.cn), complete the personal resume information, upload the integrity commitment letter (which must be completed in handwriting as required), academic certificates (including university and above study level), Recent graduates should upload the verification report of their student status issued by the China Higher Education Student Information Network.

The recruitment system will be open from 12:00 on December 24, 2024. Applicants are requested to log in to the recruitment system to complete the online application before 12:00 on January 8, 2025. Applications received after the deadline will not be accepted.

(3) Qualification review

A qualification review will be conducted on the applicants, including the application form and compliance

The candidate for the written test will be determined based on the supporting documents for the position, the confidentiality agreement, etc.

After the application period ends, a qualification review will be organized. During this period, applicants are required to complete their resume information and supporting documents. After the qualification review is completed, candidates for the written test will be selected based on the actual situation. If the information on the resume is incomplete or inaccurate, or the supporting documents are not uploaded properly or completely, it will be regarded as giving up the application.

(4) Examination

The comprehensive assessment consists of a written test and an interview. The score of the written test determines the qualification for the interview. The scores of the written test and the interview are included in the comprehensive assessment score, which is calculated on a 100-point scale, with the written test score and the interview score each accounting for 50%.

1. The written test will be conducted in a closed-book format, with a total score of 100 points. The content is divided into two parts: one part is objective questions, referring to the "Administrative Ability Test", accounting for 40 points; The other part consists of subjective questions based on "Essay Writing", which is worth 60 points. The total duration of the exam is 90 minutes. After the written test, the number of candidates for the interview will be determined based on 300% of the recruitment plan for the position. If the last candidate is tied, they will all be included in the interview.

2. The interview will be conducted in the form of a structured interview, mainly assessing the overall quality and professional ability of the candidates. The interview questions are usually 2-3, out of 100 points, and each candidate has 10-15 minutes to answer. The interviewers will score the candidates based on their overall analytical skills, organizational and coordination skills, emergency response and handling skills, language expression skills, and appearance and demeanor.

There are seven interviewers, and the average of the highest and lowest scores is the final interview score of the candidate. A score above 70 in the interview is required for the ranking of the comprehensive assessment results.

3. After the interview, the candidates wait outside the examination room. After the interview, all the candidates return to the examination room. The examiner announces the interview results on the spot, and the candidates sign to confirm the results.

4. The working group will determine the candidates to be hired based on the number of positions to be recruited and the comprehensive assessment results. If the last score is tied, the candidate with the higher interview score will be determined as the candidate to be hired; If the written test and interview scores are the same, an additional test will be conducted.

5. After the candidates are determined, they will be publicly displayed on the official website of Northeast Forestry University or Hainan International College for no less than 5 working days.

(5) Physical examination, psychological test and political investigation

Candidates who have no objections after the public announcement shall contact a hospital with certain qualifications on their own for a physical examination. The physical examination standards shall be in accordance with the "General Standards for Physical Examination of Civil Servants Recruitment". The General Office of the college will coordinate with the school psychological Test center to conduct psychological tests for the candidates to be recruited; Those who pass the physical examination and psychological test will be submitted to the Party Committee of the college for political review, and those who pass the physical examination and psychological test will enter the political review organized by the Party branch of Hainan International College.

(6) Approval and employment

The working group submits a recruitment report to the Personnel department, which includes the basic information of the candidates to be recruited, assessment results, physical examination and psychological test results, political assessment results, and the research results of the unit meeting, etc.

Qualified candidates are submitted to the school for approval. After approval, the dispatch company will handle the signing of the labor contract and the relevant procedures for on-campus service for the proposed recruits.

6. Other notes

(1) Contract signing

After passing all the assessments, the dispatched personnel will enter a three-month probationary period. The dispatch company will sign a labor contract with the dispatched talent. The work location will be Northeast Forestry University Hainan International College (Lingshui Li 'an International Education Innovation Experimental Zone, Lingshui Li Autonomous County, Hainan Province), and the salary will be temporarily implemented in accordance with the relevant regulations of Northeast Forestry University for dispatched talents. The school will carry out the relevant approval procedures for employment and handle the relevant formalities for the dispatched talent to work in the college.

(2) A system of avoidance will be implemented in this recruitment. Applicants who have a marital relationship, direct blood relationship, collateral blood relationship within three generations, or close marital relationship with the faculty and staff of Northeast Forestry University (including retired faculty and staff) must indicate this in the "Information of Applicants to be Avoided" section of the recruitment system. Those who fail to fill in the information but are found to have such relationships will be regarded as cheating, and the applicant will be disqualified.

(3) If an applicant fails to complete any recruitment process at the prescribed time and place, it will be regarded as giving up the application.

(4) If any applicant is found to have engaged in fraud or violation of discipline during the recruitment process, they will be dealt with in accordance with the "Regulations on the Handling of Disciplinary and Illegal Acts in Public Recruitment by Public Institutions" (Order No. 35 of the Ministry of Human Resources and Social Security).

(5) After the registration and qualification review for this recruitment are completed, written tests and interviews will be organized in due course. Applicants are required to keep their communication channels open.

(6) There will be no replacement in this recruitment. If fraud is found during the recruitment process, it can be reported to the school's discipline inspection and supervision department, with real name and written materials provided.

(7) The candidate to be recruited should report for duty within one month after receiving the recruitment notice in principle. If there is no special reason for failure to report on time, or if any of the following circumstances exist, the recruitment qualification will be cancelled:

1. A recent graduate who is unable to graduate within the prescribed time.

2. Unable to terminate the employment relationship with the original unit within the prescribed time.

3. Unable to provide valid academic and degree certificates (academic and degree certificates obtained abroad or overseas must provide academic and degree certification materials issued by the China Academic Degrees and Graduate Education Development Center).

4. Those who have been confirmed not to be eligible for registration.

5. Those who are confirmed to be ineligible for employment by the university staff access inquiry, etc.

6. Other circumstances that do not meet the requirements for employment in public institutions.

(8) No application or examination fees will be charged for this recruitment, no designated examination books will be provided, and no form of tutorial classes will be offered. Applicants are advised to be cautious of the sources of information to avoid being deceived. (9) Others

Where there is any inconsistency between these rules and the provisions of the higher authorities, the provisions of the higher authorities shall apply.

These rules shall come into effect as of the date of promulgation and shall be interpreted by Hainan International University. Any matters not covered herein shall be referred to the Leading Group for the Recruitment of Dispatched Talents of Hainan International University for study and decision.
